I guess I'm puzzled as to why you don't just export using the Windows choice of character set? That always worked for me before I changed my site over to UTF-8 a year or so ago.

What character problems did you see when doing this?

Export as Windows and Export as UTF-8

It would have been nice if instead of overlaying your export as UTF-8 image, you had created a different image for Export as Windows, so the writeup could be shown with two different export options to match how the database is defined.
